Japan does not have a spy organization so therefore they are on a hot bed of foreign and domestic criminal groups. But K13 is a unit that has been established by the Tokyo Metropolitan Police Department to confront the situation. What K13 does is only known to a few people which do not exist on the record. The K13 members target crimes and are also given secret missions as well that can't be solved politically and socially.
