The Smith brothers are heavy duty criminals specializing in hi-jacking and robbery but have yet to be brought to book. When they discover car park manager Wardle's scam to obtain money from motorists for fake tickets they decide that they want in on it. This will provide Regan with the opening that he needs to nick them.
