Homer gets a tow-truck and becomes power drunk with impounding everybody's cars. The townsfolk set him up so that he antagonizes Louie,the tow-truck driver from Guidopolis,who imprisons him in his cellar,along with other over-reaching drivers. Fortunately for Homer,Maggie has learnt to be super-independent and rides to the rescue.
