When George Hackett loses to the well-connected Sam Purdell in the election of mayor of the town of Seatondean, Hackett's convinced Purdell's corrupt., In the course of looking for proof to back his claim, he's murdered. George's friend, Simon Templar, puts Purdell to the test by offering him a bribe which he angrily refuses. Templar's now sure of Purdell's honesty, but is being manipulated by another party, whom he plans to flush out.
