Following the events of The Batman, a post-flood Gotham City is experiencing a power vacuum in its criminal organizations after the death of Carmine Falcon. In the midst of all this chaos, low-level mobster Oswald "Oz" Cobb, nicknamed "The Penguin", attempts to make a grab for control of the streets, which brings him into direct conflict with Carmine's daughter, Sofia Falcone, and the Maroni Crime Family.

    HomecomingSofia takes over what's left of the Falcone family, renames it the Gigante Family after her departed mother, and forms an alliance with Sal Maroni to kill Oz, who murdered Sal's wife and son. Oz and Victor go into hiding with Francis and what's left of the Bliss mushrooms.

    Gold SummitSofia and Sal try to find Oz on the streets, while Oz deals with his mother's deteriorating mental health. Victor kills his first man, and Sofia searches for Eve and plans to kill her to take vengeance on Oz for killing her brother, Alberto.

    A Great or Little ThingOz is captured and taken to where Sofia is holding Frances. After he escapes with his mother, Sofia puts a bounty on his head and prepares to leave Gotham for good. Meanwhile, Victor convinces the other lieutenants to join his side, and Oz's.
