An attractive woman, whom Hooker tickets for running a red light, finds that her friend has been robbed and raped. She aids Hooker as they try to identify the violent gang and they quickly fall in love. Things take a nasty turn when the gang attacks Teri. Hooker's fierce pursuit of the gang gets clouded by personal feelings and the want for revenge.
