The mayor tells Gert and Samson the story of a favorite book about the mild benefactor, a generous person whose anonymity was broken by a private detective. The mayor would love to be him, and follows Samson's suggestion to dress for the part. Ever helpful Gert suggests an alternative alias, Good-deeds-man, and pretends to be otherwise occupied each time someone seeks his help, so the masked hero can jump in.
