Hector Sandoval is a poet and political dissident with a "direct line to Stockholm" seeking asylum in the US from a warring South American nation. Unfortunately for Tubbs, Crockett is in court testifying; so Tubbs and the remainder of the team must protect the gregarious Sandoval and his headstrong daughter from his enemies. Mick Jagger's former first lady, Bianca Jagger, has a bit part as sexy assassin, Carmen.
