While teenager Mark Powell, who seems consumed by hatred for the police, takes hostages, including D.B. Russel, a beat-cop is fatally shot. D.B., himself doting father of an occasionally troublesome son, slowly gets trough to Mark, but just when the knave prepares to hand over his gun, another uniformed cop shoots him fatally. The team works out the surprisingly interlinked lives of those dramatis personae.
