The transfer to the district department deprives Roman Shilov of many of the usual levers of control over the criminal situation in the city, but also unties his hands. The investigation of the machinations of the head of the UBEP Kasparyan leads Roman to uncover a whole system of job trading and extortion under the guise of high ranks.
