The transfer to the district department deprives Roman Shilov of many of the usual levers of control over the criminal situation in the city, but also unties his hands. With the help of his loyal friends Pavel Arnautov and Evgenoy Ivanov, nicknamed "Jackson", he continues to closely monitor the situation in the police department, and Roman gets a chance to remind himself very soon. The investigation of the machinations of the head of the UBEP Kasparyan leads Roman to uncover a whole system of job trading and extortion under the guise of high ranks.
