Dr. Evgeny Nikolaevich Nekrasov observes the behavior of Chikatilo. He understands that the criminal is very cunning. He advises investigators not to believe a single word of the killer and prepare for the fact that there may actually be many more victims. Results are being demanded from Moscow. There have never been crimes of this magnitude in the Soviet Union. Residents in the city want to commit lynching. Chikatilo is secretly taken out so that the relatives of the murdered victims cannot get to the murderer in order to avenge all the tormented children and women. Chikatilo begins to change tactics of behavior.
