A classic tale of a boomer that falls for an online scam, gets mad about it and takes it out on the environment while at the same time attempting to redeem the relationship of his estranged daughter while repeating past self-serving behaviour claiming "he's changed".
The idea that the current Captain America "doesn't need" the 'serum' that makes him strong, somewhat downplays how strong original (canon) Captain America was, so, what was the point? Are his opponents significantly weaker now? Or maybe it's just he's so reliant on his tech that he takes no credit in engineering.
