DNA. Probably human DNA on the victims. Even cats have DNA, White cat hair on the first two victims and a possible suspect in the childcare worker, The first police department handling the first two victims doesn't mention DNA or ask the community for a white male who owns a white cat. They could have had leads, It's just sloppy.
Then the second police department who is handling the 3rd victim plants DNA of a white cat because they are obviously under pressure to solve the case.
The whole letting a police officer who has been diagnosed and hospitalised with schitzophrenia and is on medication to control it have access to a service weapon thing??? Yeah, plausible?
