Investigating the disappearance, he eventually finds traces that lead to Dr. Savary, who has produced a strange white powder that's coveted by a race of deformed human beings who live in the underworld in the sewers below the city.

Absolute slog. Lacks sleaze. Lacks coherency. Lacks any sort of fun. A Clive Barker writing and I'm sure on paper is superior to the film production because underground sewer mutants should be far more exciting than what Transmutations ended up being. The look of the mutants is the most exciting thing. It's a crappier Nightbreed.
