As usual Mako and Sayuki are racing on Mt. Usui. But Mako is battling emotional wounds from what she thinks was a rejection by Iketani, while Sayuki's childhood friend Shingo (of the Myogi Night Kids) and his teammate Nakazato arrive to warn them that a team made of Lancer Evolutions called Emperor is targeting Usui now, to conquer the Gunma area.

I love Initial D, it's one of my guilty pleasures, even though I'll never mention it on the car forums, least I be laughed out of the forum, but there are some things it does not do well, and one of those is character art style. It's awful, just plain and simple. So, why the low rating? The whole point of this 2-part movie is to show off Sayuki and Mako's poorly drawn tiddies. As a hormone infused kid in the 90's I see why this might have been interesting, but as an adult in the 2020's, it's super cringe. This is a skip, just go straight to Third Stage.
