Absolutely one of the best parody movies of all time! Yes it is over the top, cheesy, and predictable in many ways. THAT'S THE POINT! It's a parody of all the crazy over the top action and action/comedy movies of the 80s and 90s which happens to star one of the greatest action movie stars as all time, so Arnold is literally parodying himself. If you are watching this movie as a standalone action/comedy then you are viewing it from the wrong perspective to begin with.
