The decisions of this movie are baffling. No one forced them to make the center of the film be a character that they recast. They continue to draw attention to this recast while also trying to import the emotional weight of the character from past movies. It's distracting. The leader is largely well done but underutilized. The dialogue is poor, underdeveloped, and consistently held back with clumsily handled exposition. Even the editing and CGI are a bit off and distracting. Emotional beats are not left enough time to breath, the plot is clunky and long in the tooth.
Anthony Mackie feels sidelined in his own movie, to the point where I am surprised a bit every time someone calls him "Captain America"--like, oh! Right. He's supposed to be the headliner here.
Clearly trying to recapture the political intrigue of Winter Soldier, this movie seems like it failed from both being underdeveloped and overdeveloped. Some of the action is passable, but this honestly doesn't even cross the finish line as a popcorn flick.
