The shogun Mito Mitsukuni travels through Japan incognito, accompanied by his bodyguards. The guards are the master swordsman Suke (Sasashi Sukesumaburo) and the strongman Kaku-san (Atsumi Kakunoshin). The shogun seeks evidence of corruption by the local authorities of each location, in order to punish evil men and to improve the life of the population. The two bodyguards are the ones who have to defeat the henchmen of each villain.
