Collector Kalicharan is approach by three men Bhawani Singh, Pratap Singh and a politician to endorse a document so that they can take possession of a 500 acres land. When Kalicharan refuses the duo frames him for murder and has him sent to jail while in the process they also abducts his niece Jyoti and has her consign in a brothel. A few days later Kalicharan who now changes his name to Kaalia escapes from jail with a motive of dealing with all wrong-doers accordingly.
