Somit sind die Einwanderungsrichtlinien besonders strikt, und Secretary Rhodes wacht über deren Einhaltung mit rigider Hand. Sollte doch jemand dagegen verstoßen, ruft dies den Söldner Kruger auf den Plan, der in den Slums auf seine Einsätze wartet. Hier unten lebt auch Max, der eines Tages durch einen Arbeitsunfall eine letale Strahlendosis erhält.
