Viktor Rastorguev, a rising colonel of the Moscow police, finds himself at the center of a scandal: one evening, while defending a girl, Rastorguev gets into a fight and uses his service weapon. Rastorguev's friend, USB Colonel Lykov, helps Viktor and persuades his superiors to keep Rastorguev in the service.
