Det er 15 år siden strømmen gik ud og aldrig kom tilbage. 15 år siden menneskeheden pludselig befandt sig i en ny stenalder. Små spredte samfund forsøger nu at få hverdagen til at hænge sammen uden nogle former for moderne teknologi, mens lov og orden bliver brutalt håndhævet af bevæbnede militser, der spreder frygt overalt, hvor de kommer frem.
