Unemployed journalist Jimmy Olsson faces a life crisis and turns to art, only to discover that all cultural institutions have been shut down. When the news announces that the Ministry of Culture has been downgraded to a sub-department of the Ministry of Finance, he realizes that something must be done. Guided by artist Anna Odell, he conceives the idea of creating a documentary that not only depicts the dismantling of culture but also articulates the importance of art.
