The film is a fairy tale about the dexterous tightrope walker Tibulus, who fights together with the gunsmith Prospero and all the working people against the tyrants, the three Fat Men, who rule the state until the little heir Tutti comes of age. The freedom fighters are helped by the good doctor Gaspard and the brave acrobat girl Suok, who has to pretend to be a doll in order to get into the palace and free Prospero.
