In recent years, a vast number of migrants have arrived in Russia. Rustam and Sanya are partners working in the "National Crimes" division of the Main Directorate of Internal Affairs. Each episode of the series chronicles one of their investigations. The characters in these crime-detective stories represent various ethnic diasporas-Tajiks, Dagestanis, Vietnamese, and others. The creators demonstrate that people of all nationalities-good and bad, vile and noble-exist everywhere. They argue that the fight should not be directed against "outsiders" or "ethnic criminals," but against crime itself-a criminal element that knows no nationality and disrupts the lives of everyone, from native Muscovites to those who have come to the city to make a new home. Rustam is a man from the Caucasus with extensive connections; Sanya is a slacker and a virulent xenophobe who has been fired more than once for drunkenness and brawling. As they work together to solve cases, the two partners gradually move past their racist barbs to forge a strong, brotherly bond.
