在距现在不远的未来东京，随着这时代科技的进步，人们已开始使用氢气电池及人型机器人了。虽然技术进步了，但犯罪检举率却相反的降低，失业率上升等等的社会不安定也不断增加，外观和现在林立的都市一样……但是，实际上街道已经被混乱的阴影所笼罩。以这样的东京为舞台，原田及黑川三人一起经营了一间通称DSA的危险代理公司（DANGER SERVICE AGENCY），这间公司不管委托的工作是合法或不合法，都会接受代理。
