Simon Templar's on holiday in Miami Beach. He tries to hire a fishing boat, but the captain says his boat's booked by a couple who'll be going on the boat. The next morning, the couple, Simon and a few others board the boat, and now, aside from catching fish, Templar wants to catch them, but first, he must discover what they're planning.
