Tsukuda Kohei (Mikami Hiroshi) was once in charge of the development of a space rocket. He had resigned from the Agency of Space and Astronautical Science to take responsibility for the failure of the rocket launch and now runs Tsukuda Manufacturing, a small factory in the old downtown district. Meanwhile, Teikoku Heavy Industries announces a project to launch a domestically-made rocket at a press conference. While the project is proceeding smoothly, the project manager Zaizen Michio (Watabe Atsuro), head of the Aerospace Division, receives a shocking report.
