The story takes place in 1983 in the city of Brezhnev. In 1982, Naberezhnye Chelny was renamed Brezhnev in memory of the Soviet party and government leader L.I. Brezhnev, but in 1988, its original name, Naberezhnye Chelny, was restored. The film's protagonists are teenage gangs who call themselves "kontora" (offices) and feel like they rule the city. One of the main characters, fifteen-year-old Artur, is not a member of any gang, but due to circumstances, he finds himself among the "kontora" (offices). This leads to Artur killing a police officer. The teenager was defending his honor and had no intention of doing so, but now he's a criminal. Will he be able to extricate himself from this difficult situation? The protagonist finds himself on the brink of death several times and, as he grows up, finds himself.
