Unpaying train passenger Topka escapes the Inspector General by sleeping in his special wagon. Circumstances force Topka to pretend to be the master of the local railroad station. He then is forced to continue the duty in front of the Inspector, committing a number of blunders due to his lack of experience and knowledge of railroad administration.
