Upon his election to the Governorship he decides to sign a Prohibition Bill which means the ruin of Noyes' business. Noyes visits Morrow. He has found papers proving that Morrow has blood in him. Morrow, undaunted, makes the Prohibition Bill a law, and resigns his office and sacrifices his love to devote his life to the uplift of the Negro.
