"The City" picks up where "Loving" left off. After a rash of serial killings, several of Corinth, Pennsylvania's residents move to an apartment building in SoHo to start a brand-new life. While doing so, they encounter several difficult situations, including another psychopath killer, bombings, and organized crime.

Tess Wilder sets up her ad agency with the help of employees Steffi, Ally, Danny and the building superintendent Bernardo. Later, Ally, Steffi and Steffi's boyfriend Tony get a nasty welcome to New York when they find a dead mobster rolled up in a rug. After looking at her new medical clinic, newly separated Dr. Angie Hubbard declines her lover Jacob's offer to move in with him because she's still legally married. Angie's son Frankie arrives and gives his reluctant acceptance of her new relationship. Now down on his luck, former rock-and-roll singer Nick Rivers returns to the city and has a run-in with a homeless Zoey and a girl named Kayla. Aussie Richard Wilkins, who arranged for the new tenants to move in, invites Tess into the private penthouse of the building's owner- weatlhy media mogul Sydney Chase, Tess's idol.
