But on the other hand, it's more style than substance. It's disappointing, considering the talent behind it, Masahiko Ôtsuka and Hiroyuki Imaishi, who already showed that with FLCL and TTGL, you can have both.

De Honnouji Academie wordt krachtig geregeerd door de ijzeren controle van de studentenraad en de president, Satsuki Kiryuuin. Transferstudent Ryuuko Matoi arriveert op de campus met een gigantisch zwaard, dat eigenlijk de helft van een schaar is. Ze is op zoek naar de vrouw die de andere helft van haar zwaard vasthoudt en die haar vader heeft vermoord. Er wordt gezegd dat Satsuki Kiryuuin de identiteit van de moordenaar kent, maar wanneer Ryuuko haar confronteert, wordt ze geslagen door de studentenraad en hun krachtige 'goku-uniformen' die ze qua sterkte niet kan evenaren.
