Een klein woestijnstadje wordt geterroriseerd door een bende straatracers, onder aanvoering van de psychopathische Packard (Nick Cassavetes). Niemand doet er iets aan, omdat iedereen bang voor hen is, behalve Jake (Charlie Sheen), die pas in het stadje is komen wonen. Op een dag verschijnt er een geheimzinnige zwarte auto.
