Op de grens van China en Noord-Korea ligt de vulkaan Paektusan, stabiel sinds 1903. Wanneer deze uitbarst, ontstaan er zware aardbevingen in zowel Noord- als Zuid-Korea. De regering stelt een eliteteam van specialisten uit beide landen samen. De teamleden moeten hun krachten bundelen om een grotere catastrofale ramp te voorkomen.
