It's the story of a talented engineer in a morally questionable career, caught up in a doomed love story, set during a fascinating period in history featuring many real people and things. The animation is exactly what one would come to expect from Ghibli, and the perspective of the mostly pacifist Japanese military collaborator is a fascinating dilemma. I found the story deeply moving, aside from some minor pacing issues. Worth a watch, with or without tripping balls on acid.
