Hao and Mad, two homeless kids living on the streets, grow up in a city where they have witnessed the atrocities of the Eagle gang led by Phad and the King Cobra gang led by Kriang. Living large, these two gangs rule the city by their huge manpower, collecting protection fees from merchants, gambling dens and prostitutes. One day.
