'A Most Wanted Man' speelt zich af in Hamburg, waar een bijna dode man, half Tsjetsjeens-half Russisch, op de vlucht is en terecht komt in de Islamitische gemeenschap van de stad. Hier zoekt de man naar hulp en probeert hij het fortuin van zijn overleden vader te bemachtigen. Hij komt in contact met een jonge vrouwelijke advocate en een Britse privé-bankier. Ze worden ondertussen de hele tijd in de gaten gehouden door een Duitse spionneneenheid.

    What elevates A Most Wanted Man, is the acting, especially from Philip Seymour Hoffman. Hoffman anchors the film with a performance so lived in and weary that you genuinely believe he is a German spy master burdened by decades of professional and personal compromises, and setbacks that go back to the end of the cold war. Carrying scars the audience only senses rather than sees. Rachel McAdams is believable as the German human rights lawyer. The script itself is VERY predictable so it's not much of a thriller. The story highlights the two different approaches in dealing with terrorism. In the real world Private Bankers in Europe care more about their Depositors then they did in the past due to Foreign Account Tax Compliance Act (FATCA) and Common Reporting Standard (CRS) and expansion of the Bank Security Act. It's weird that in the movie the Russian military commander went to a German private banker rather than one in Switzerland, Andora, Monaco due to the Banking privacy laws that use to exist in those countries that don't exist in Germany. Both the united states and major European countries threatened Switzerland. and a few city states with sanctions to change their laws. In the 21th century, If a government official or intelligence agent is trying to obscure money or assets, they aren't looking for "banking privacy laws" (which no longer exist in Europe); they look for legal architecture: shell companies, foundations, and trusts that create enough layering to satisfy the banker’s Know Your Customer (KYC) requirements while keeping the ultimate beneficial owner technically obscured.

    Great movie based on reality. However overtly shows some Islamophobia and signals that a religion is inherently full of terrorists. Otherwise a great movie.
