Tug Benson, il rimbecillito presidente degli USA, Stati Uniti invia tre missioni consecutive in Medio Oriente, per liberare i soldati americani, fatti prigionieri dal perfido despota, che vuol così vendicarsi degli Stati Uniti. Ma una dopo l'altra le tre missioni falliscono e i loro componenti vengono fatti prigionieri. Benson decide allora che solo l'eroe "Topper" Harley puo' riuscire nell'impresa, e incarica il colonnello Denton Walters di trovarlo e convincerlo.
