Le sergent de police Lee Jae Wi est assassiné. Il est retrouvé près d'un bâtiment abandonné, brûlé dans sa voiture de patrouille, avec 200 g de méthamphétamine. Une unité d'investigation spéciale pour enquêter sur la mort de ce policier est créée.
