The Riptide guys get more and more aggravated at all the outside development of Pier 56. The syndicate boss who owns it has kept up the tradition his father started. His own mother, an old movie star, has been locked away in a sanitarium for 50 years. The boys rescue her and try to help her recover the deed to Pier 56, to hopefully restore the pier to respectability.
