Set around 1920, the film evokes the moment when Ravel completes his orchestration of La Valse, originally commissioned by Sergei Diaghilev. Through choreography performed by dancers from the Portuguese National Ballet, the film interprets the music as a metaphor for the rise, decadence, and collapse of European civilization after World War I.
