One of them is Colonel Aleksandr Petrovich Emelin, head of the criminal investigation department of the Vasileostrovskiy district, who is also the acting head of the entire police department. After another successful operation to catch some scoundrels, Emelin learns from a comrade that an order has been signed at the Main Directorate, and he will be the head of the department without the prefix "acting". On this occasion, Emelin gathers his colleagues from the criminal investigation department in a restaurant, but he is in for a deep disappointment.
