Tony accepts that he will remain in a wheelchair, but Rachel and his therapist know better. Meanwhile the department continues to search for the suspect that took one of their own along with figuring out who tried to run Tony over, and the trail leads them to someone they never suspected. Even though Cyd turned down the offer to become a commissioner in another district, Tony makes it clear to her that he wants her to take the job.
