Located in the city of Kita Kanto, Japan, Meenan City-Meenan High School’s "Earth Defense Ministry" is a society that does nothing. The school's members enjoy tea and chat aimlessly. After school, however, they discover a strange and beautiful boy who declares "I am the first prince of the Kingdom of Honaila, Mr. Karls! And I am to rule over you," thus creating a dispute over the heir to the kingdom of magic.
