“Return to Savage Beach” trades suspense for formula: spies, bikinis, explosions, and double-crosses. The story serves mostly as a frame for the franchise’s familiar blend of exotic settings and big breasts. As a late-’90s B-movie artifact, it has a certain camp, but if you’re after a genuinely strong film, you will come away let down.
