I love the Sakura Wars series, but this movie is just a bad adaptation no matter how you slice it. It has some very technically impressive animation, but for scenes with shockingly boring direction. The plot feels like it is missing huge chunks of context necessary to make sense, even if you have played the games (DEFINTIELY don't watch this if you haven't, or else you'll be completely lost). I would say to skip this entirely if it wasn't setup for major events in the later games.
