“Malibu Express” is pure ’80s exploitation, an excuse to string together flimsy gags, bursts of action, and ample breasts. The twists are there, but they are telegraphed, played with a wink rather than suspense. Performances are stiff, its treatment of women hasn’t aged well, and most of the humor misses its mark.
